Joel Horn
Joel Horn received his MBA from Stanford in 1981. He has managed projects/companies from small business to the Fortune 100 and from government agencies to non-profits, working in renewable energy, agriculture, high tech, real estate, transit, wildlife conservation and education. Joel blends expertise in finance and business management with a passion for bettering the world we all live in. In addition to leading Pacific Coast Canola, Joel manages McKinstry Reklaim, a scrap tire recycling technology company with a completed first facility in Oregon. Their proprietary technology recovers high-value products and energy from scrap tire rubber. A Thomas J. Watson Fellow, Joel previously served on the board of Rails-To-Trails. He presently serves on the board of Woods Hole Research Center. Joel enjoys leading teams that implement complex, fast-paced, high-growth projects, and was voted Manager of the Year as General Manager of International Products at Lexis/Nexis.

Norm Spaeth
Norm Spaeth is a highly experienced Oilseed manager. Over his 20+ years with Cargill Inc., he served as the Minneapolis Division AVP & General Superintendent of North American Oilseed, where he provided operation management supervision and direction to 13 oilseed processing plants. Within this role Norm's responsibilities included attaining volume, cost, yield and efficiency targets, which led to cost reductions of more than $20 million. To optimize process performance he created and oversaw 5 worldwide teams that implemented concepts similar to those in lean manufacturing. Before his General Superintendent role, Norm served as Project and Plant Manager of Cargill's Saskatoon, SK plant. Within this role he managed the construction and initial operation of a $36 million Canola processing plant. As Project Manager, he oversaw the feasibility study, design and engineering, selecting and supervising of the contractors, and hiring and training of the staff. Thanks in part to his work, the project was completed 2 months ahead of schedule, $1 million below budget, and achieved 110% of rated capacity in the first month of operation.
Norm has also served as Corporate Operation Procurement Manager in Minneapolis; Plant Manager in Antwerp, Belgium, Carpentersville, Illinois, Sioux City, Iowa; Plant Supervisor in Fayetteville, North Carolina and Sidney, Ohio. Before his career at Cargill, Mr. Spaeth was an F-4 Weapon Systems Officer in the US Air Force in California, Okinawa, New Mexico and North Carolina. Mr. Spaeth has a BS in Chemical Engineering from Montana State University and an MBA from the University of Utah.

Kevin Raymond
Kevin Raymond has been integral to the Warden project, helping secure project permits and state loans and grants for the Port of Warden. He has also been project lead for a number of PCC's key partners. Kevin previously provided legal, consulting and government relations services to public and private clients, worked as a senior manager on a local public transportation project, and served as Chief of Staff to King County Executive Gary Locke until Locke's election as Governor, where Kevin oversaw the office of budget and strategic planning and served as county lead negotiator with the Seattle Mariners and Seattle Seahawks. During his legal career, Kevin has held various senior level positions within the public and private sector, including Senior Assistant City Attorney with the City of Seattle, partner with a Seattle law firm, and Chief Counsel within the Metropolitan Services Section of the King County Prosecutor's Office.
Kevin has a BS from Huxley College of Environmental Studies at Western Washington University, an MDiv from Seattle University, and a JD from University of Washington. He served on the Board of Trustees at Western Washington University in Bellingham, from 1990-2009.
