Joel Horn

Joel is a seasoned senior executive with deep experience in fast-paced, complex projects. Between 2002 and 2005, he served as executive director of the Seattle Monorail Project. During Joel's tenure as director he led a team that negotiated design-build-operate-and-maintain construction contracts worth over $2 billion. Additionally, his team negotiated project-labor agreements totaling 6 million work hours. While ultimately canceled by a public anti-tax vote, the team had completed the land acquisition for a $100 million transit corridor through the city. The project had also been issued an extremely complex array of environmental permits for 20 buildings and 14 miles of elevated railway.

Between 1996 and 2001 Joel served as lead developer of the privately-financed Amazon.com World Headquarters and Seattle's World Trade Center North. Amazon.com's Headquarters went on to win the "Building of the Year Award" from the Urban Land Institute.

From 1981 to 1996, Joel has held various Director and executive level positions at firms such as Lexis/Nexis, IBEX, and World Wildlife Fund. He holds Graduate Degrees in Business Administration and Public Management from Stanford Business School, a BA in economics from Colby College, and is a Thomas J. Watson Fellow. Joel serves as a Board Member to the Woods Hole Research Center.

Norman Spaeth

Norman Spaeth is a highly experienced Oilseed manager. Over his 20+ years with Cargill Inc., he served as the Minneapolis Division AVP & General Superintendent of North American Oilseed, where he provided operation management supervision and direction to 13 oilseed processing plants. Within this role Norm's responsibilities included attaining volume, cost, yield and efficiency targets, which led to cost reductions of more than $20 million. To optimize process performance he created and oversaw 5 worldwide teams that implemented concepts similar to those in lean manufacturing. Before his General Superintendent role, Norm served as Project and Plant Manager of Cargill's Saskatoon, SK plant. Within this role he managed the construction and initial operation of a $36 million Canola processing plant. As Project Manager, he oversaw the feasibility study, design and engineering, selecting and supervising of the contractors, and hiring and training of the staff. Thanks in part to his work, the project was completed 2 months ahead of schedule, $1 million below budget, and achieved 110% of rated capacity in the first month of operation.

Norm has also served as Corporate Operation Procurement Manager in Minneapolis; Plant Manager in Antwerp, Belgium, Carpentersville, Illinois, Sioux City, Iowa; Plant Supervisor in Fayetteville, North Carolina and Sidney, Ohio. Before his career at Cargill, Mr. Spaeth was an F-4 Weapon Systems Officer in the US Air Force in California, Okinawa, New Mexico and North Carolina. Mr. Spaeth has a BS in Chemical Engineering from Montana State University and an MBA from the University of Utah.

Kevin Raymond

Kevin Raymond is Pacific Coast Canola's General Counsel and Director of External Relations. He has been integral in securing various government loans and grants for the Warden project and interfacing with many of PCC's key partners. In addition to his work with PCC, Kevin provides legal, consulting and governmental relations services to public and private sector clients through the Watermark Group, PLLC, and serves as the Washington State Director of the Pacific Forest Trust, a national forest conservation group focused on forest conservation and climate change projects and policy matters. Kevin served as Director of External Relations on Seattle's Monorail Project. He also served as the Chief of Staff to King County Executive Gary Locke until Locke's election as Governor, where Kevin oversaw the office of budget and strategic planning and served as county lead negotiator with the Seattle Mariners and Seattle Seahawks. During his legal career, Kevin has held various senior level positions within the public and private sector, including Senior Assistant City Attorney with the City of Seattle, partner with a Seattle law firm, and Chief Counsel within the Metropolitan Services Section of the King County Prosecutor's Office.

Kevin has a BS from Huxley College of Environmental Studies, an M. Div from Seattle University, and a JD from University of Washington. He is Chair of the Board of Trustees at Western Washington University in Bellingham, and also serves on the Earth Ministry Board of Directors.

Vickie Stewart

Vickie is Pacific Coast Canola's office manager and bookkeeper. Her experience includes her work as Executive Assistant to the president of Zymogenetics where she played an integral part in the company's start-up phase, incorporation, and its eventual acquisition. Vickie served as the company's corporate secretary and provided an interface between administrative staff and the Board of Directors. In addition, she developed and managed the company's Incentive Stock Option program. Vickie founded her own small business and managed two stores through inception, incorporation, and sale of the business. She brings a wealth of practical knowledge and can-do spirit to our enterprise.

Eileen Norton

Eileen currently manages Pacific Coast Canola's contracting for the Warden facility, and will serve as project manager once construction is underway. She has over 20 years of experience in public sector law and policymaking, including six years in Seattle's Office of City Auditor where she was a lead auditor reviewing major capital projects. At the Seattle Monorail Project, Eileen was a member of the initial five-person start-up team that developed the new, entrepreneurial public transit agency, and served as an Assistant General Counsel and Manager of City Coordination. She has also served as a Deputy District Attorney in Oregon, an Assistant City Attorney in Seattle, a legislative assistant to a Seattle City Councilmember, and also as a Peace Corps Volunteer.

Eileen has a BA in political science from the University of Cincinnati, and a JD and certificates in Environmental and Natural Resources Law and Ocean and Coastal Law from the University of Oregon. She also serves on the Board of Directors for Southwest Youth and Family Services.
